This Discussion Paper continues the conversation started in our Issues Paper.
We are now asking you to let us know your thoughts about our reform proposals, and related questions. The Discussion Paper contains 49 proposals and 47 questions. These cover a wide range of issues.
You do not need to respond to every Proposal or Question. You can tell us about what is most important to you.
You may also want to tell us your own ideas for reform, or talk about other matters in our Terms of Reference.
Submissions in response to our Discussion Paper will remain open until 23 January 2026.

We know that making a submission can be time-consuming and sometimes difficult. We also know that people have competing demands on their time and resources.
We are asking for submissions now to give us feedback on the reform options we are considering. Earlier this year we invited people to give us submissions in response to our Issues Paper. If you could not make a submission in response to our Issues Paper, but want to make one now, you are welcome to respond to both the Issues Paper and the Discussion Paper in your submission.
Please respond to the proposals or questions that you want to talk about. You do not need to respond to all our proposals or questions. You can also tell us about what is most important to you.
